Measure S will open the door to getting non-citizens’ voices heard in OUSD school board elections. 13,000 non-citizen parents send their children to school in Oakland, and many of our schools have enrollment that is more than 20% newcomer. In some cases, as many as 1 in 3 students at a school have come to the US in the last three years. Measure S authorizes Oakland to consider the possibility of allowing non-citizens to vote in school board elections or other local elections. This measure does not actually allow non-citizens to vote.
