Measure X establishes term limits for City Council members at twelve years or three terms, clarifies the responsibilities of the City Auditor, and authorizes the Public Ethics Commission to set salary caps for the City Attorney and City Auditor. The measure also requires that ballot measures drafted by City Council members undergo at least two public hearings before the City Council votes on whether to place them on the ballot. This measure does not change the current structure where the Mayor's power is greater than the City Council's.
