Measure R – Limit Building Densities, But With Exemptions for Affordable Housing

This measure does limit building densities and removes the voter approval requirement for proposed changes to the city’s General Plan, creating a loophole that would take away checks and balances on city decisions about development and gentrification. However, the limit has exceptions for affordable housing and it is the better alternative to Measure Y. It is supported by Mayor Goethals and City Council.
