物價不斷上漲，而舊金山一直以來都很貴。A號提案允許1996年11月6日前退休的市政府員工獲得補充生活成本調整。
受此影響的退休者通常年紀較大，包括許多超過75歲的人。絕大多數人年薪不到50,000美元。恢復生活成本福利將確保服務於舊金山的低薪勞工獲得公平。我們呼籲對A號提案投出贊成票，恢復退休市府資深員工在服務期間所獲得的福利。
